POLICY PAPER
In a world where major powers (USA, China, India, Russia, and the EU/UK) are trapped in unsustainable debt-driven models, Uganda and Rwanda have a historic opportunity to accelerate prosperity. This strategic policy paper analyzes the global and African context and proposes eight priority policies centered on radical sovereignty, market freedom, strategic taxation that protects SMEs as the national treasure, a permanent ban on public debt, currency competition through asset-backed cryptocurrencies, education reform, and health as the foundation of long-term prosperity.
Key recommendations include severing supranational dependencies, encouraging private-public education specialization, advancing nuclear energy programs, and deepening bilateral cooperation. Drawing on empirical lessons from successful economies and avoiding the mistakes of over-regulated high-debt nations, the paper provides a pragmatic, phased roadmap for implementation.
